Helpful staff provided portable heater when needed. Apartments with kitchen facilities available. Parking in the back, may be limited when hotel is full.

I recently stayed at a budget hotel in a Soviet-era neighborhood, and I was pleasantly surprised by the experience. The location was perfect, with the city center just a 5-minute walk away.
